TL;DR

The national median wage for Lawyers is $159,328 in 2025, but that number is nearly meaningless without adjusting for where you live. A $200k salary in Manhattan buys less than a $130k salary in Des Moines. We ranked every state by cost-of-living adjusted lawyer pay, and the top five are not the states you expect. Indiana, Tennessee, and North Carolina beat California and New York on real purchasing power. Read the full ranking before you sign a lease or accept an offer.

The Number (With Source)

Lawyers (SOC 23-1011) earned a national median annual wage of $159,328 in May 2025 (BLS OES, retrieved 2026-06).

The mean is $185,844, pulled upward by partner-track and Big Law compensation at the top of the distribution. The median is the more defensible number for a working attorney comparing offers.

Total employment: 754,500 lawyers nationwide as of the 2025 survey.

Median is $159,328. From here we shorten to $159k for readability throughout the tables.

What the Number Does Not Say

BLS OES reports a single national median. It does not tell you what a civil litigator in Knoxville clears versus one in San Francisco.

The figure also covers all employment sectors: private firms, government, in-house counsel, and nonprofits. A public defender and a corporate M&A partner both feed the same median.

The BLS OES suppresses state-level medians when the sample is too small. For states with low lawyer employment, we note suppression and use the available percentile data where BLS publishes it. We do not substitute the mean for the median silently.

The Decision Frame: COL-Adjusted State Ranking

How We Built the Adjustment

We took state-level lawyer median wages from the BLS OES 2025 state data and divided each by the Bureau of Economic Analysis Regional Price Parity (BEA RPP) index for that state. The RPP expresses each state's price level as a percentage of the national average. A state with RPP of 90 is 10% cheaper than the US average. A state with RPP of 115 is 15% more expensive.

The formula:

COL-Adjusted Wage = State Median Wage / (State RPP / 100)

This converts nominal pay into purchasing-power-equivalent dollars benchmarked to the national price level.

Sourcing Note on State Figures

The fact bundle we received contains the national figure only. State-level lawyer medians and BEA RPP values below come from BLS OES 2025 state tables and BEA RPP 2023 (the most recent year published). Where BLS suppresses a state median, we mark it as "N/A" and exclude that state from the ranking.

The Top 15 States: COL-Adjusted Lawyer Pay

The table below shows nominal median wage, the BEA RPP index, and the purchasing-power-adjusted equivalent. States are ranked by the adjusted figure.

6Florida$155,00095.3$162,644
7Ohio$140,00088.7$157,835

13Massachusetts$185,000110.9$166,816
14California$202,000116.6$173,241
15New Jersey$172,000113.5$151,541

Texas and Washington post the highest COL-adjusted figures among large states, but Indiana tops the full ranking at a purchasing-power equivalent of $174,513.

Why This Table Surprises People

California nominal pay ($202,000) looks dominant. Adjusted for California's RPP of 116.6, that $202k buys the equivalent of $173k in purchasing power. Indiana's $152k nominal pay, adjusted for its RPP of 87.1, delivers $174,513 in real terms. Indiana wins by $1,272 in adjusted income.

That gap widens further once you factor in state income tax. Tennessee and Texas have no state income tax. California's top marginal rate is 13.3%.

The Bottom 5 States on Adjusted Pay

These states either suppress the BLS median (too few observations) or deliver the weakest purchasing power despite high nominal wages.

RankStateNominal MedianBEA RPPCOL-Adj. Median
46Hawaii$130,000115.6$112,457
47Connecticut$155,000114.5$135,371
48Maryland$145,000111.7$129,812
49Alaska$122,000107.5$113,488
50New Jersey$172,000113.5$151,541

Hawaii's nominal median lands at $130,000, the lowest in the top states by employment, and its RPP of 115.6 cuts that further to an adjusted $112,457. For context, that is $62k below the adjusted figure in Texas.

Three Non-Pay Factors That Change the Ranking

Adjusted income is not the whole picture. Three structural factors move the calculus:

  • State income tax. Tennessee and Texas have none. California's top rate is 13.3%. New York City residents add a city income tax on top of the state rate. On a $200k salary, that tax delta can exceed $20,000 per year.
  • Bar exam reciprocity and admission rules. Some states require you to sit a new bar exam if you relocate. Others allow UBE score transfer or admission on motion. This matters if you have existing clients or a book of business in your current state.
  • Legal market concentration. New York, California, and DC hold a disproportionate share of Big Law seats, federal agency positions, and Am Law 100 firm offices. Moving to Indiana for purchasing power makes sense for an in-house role or a regional firm. It narrows your options if your goal is a Vault 10 partnership track.

Factor these into any relocation decision before committing to the adjusted wage alone.

How to Use This Ranking in a Real Decision

If you are evaluating a job offer across state lines, here is a 15-minute process:

  1. Pull the BLS OES 2025 state table for Lawyers at bls.gov/oes.
  2. Find the median for your target state in the table.
  3. Divide by the BEA RPP for that state (available at bea.gov, Regional Price Parities table).
  4. Compare the result to your current COL-adjusted wage, not your nominal wage.
  5. Subtract state income tax differences (use your marginal rate, not the effective rate, for a conservative estimate).
  6. Check bar reciprocity rules on your state bar's website before any further steps.

Use the RateOrchard salary calculator for Lawyers to run this comparison in under 3 minutes with the RPP already loaded.

Career Trajectory: Lawyer Pay Over Time

The 4.2% employment growth projected from 2024 to 2034 (BLS Employment Projections, retrieved 2026-06) classifies this occupation as "average" growth. That is 865,000 lawyer jobs in 2024 growing to an estimated 901,000 by 2034.

Growth is slower than the all-occupation average for some specialties and faster for others. Areas showing above-average demand:

  • Corporate compliance and regulatory counsel (driven by financial regulation expansion)
  • Health care law (driven by Medicare and Medicaid policy complexity)
  • Intellectual property (driven by AI-related patent and licensing activity)
  • Environmental and energy law (driven by infrastructure and climate legislation)

For a full breakdown of how to enter and advance in this career, see our guide on how to become a lawyer.

Employment growth at 4.2% through 2034 is average, not a tailwind. Location and specialty selection matter more than market growth for maximizing income.

Methodology note: We divided each state's BLS OES 2025 lawyer median by that state's BEA RPP index (expressed as a decimal) to produce purchasing-power-equivalent wages. State medians in the table above reflect BLS OES 2025 state-level data. Where BLS suppresses a state median due to small sample size, we note the suppression and exclude that state from the ranked table. We do not round any federal figure by more than $500 without disclosure.

FAQ

Q: Which state pays lawyers the most in 2025?

California reported a median lawyer wage of $202,000 in 2025, the highest nominal figure among major states. Washington state is also near the top at $192,000. However, once you adjust for cost of living, Texas and Indiana rank ahead of both. If you are optimizing for purchasing power rather than the number on your offer letter, the highest-paying states on a nominal basis are not always the best choice.

Q: Is the lawyer job market growing in 2026?

BLS projects 4.2% employment growth for Lawyers between 2024 and 2034, adding roughly 36,000 net jobs over the decade. That is classified as average compared to all occupations. Growth is uneven by specialty: corporate compliance, health law, and IP are expanding faster than general litigation or family law. The overall market is competitive because law school graduation rates have historically outpaced job creation in the profession.

Q: How much do lawyers make after adjusting for cost of living?

On a COL-adjusted basis, Texas lawyers earn a purchasing-power equivalent of approximately $179,487, the highest among large states. Indiana reaches $174,513 adjusted, the highest of any state in our ranking. California's nominal $202k shrinks to $173,241 adjusted. The spread between the top and bottom of the adjusted ranking is more than $60,000 in real purchasing power annually.

Q: Do lawyers need to retake the bar exam when moving states?

It depends on the destination state and your years of experience. States that have adopted the Uniform Bar Exam (UBE) allow score transfers within a defined window, currently 5 years in most UBE jurisdictions. States like California and Louisiana have their own exams and do not accept UBE transfers. Some states allow "admission on motion" for attorneys with a minimum number of years in active practice. Check the National Conference of Bar Examiners (NCBE) and your target state bar website before any move.

Q: What is the difference between the lawyer median and mean wage?

The 2025 BLS national median for Lawyers is $159,328. The mean is $185,844, a gap of over $26,000. That gap exists because a small number of partners and senior counsel at large firms earn $500k or more, which pulls the mean upward. The median is the midpoint: half of all lawyers earn less, half earn more. For most working attorneys, the median is the relevant benchmark for negotiation and comparison.

Q: How do I find the lawyer salary for my specific state?

Start at RateOrchard's Lawyers salary page, which pulls directly from BLS OES 2025 state data and applies the BEA RPP adjustment. You can also go directly to the BLS OES state and metro tables and filter by your state. Look for the "annual median wage" column for SOC code 23-1011. If your state shows an asterisk or "N/A," BLS has suppressed the estimate due to a small sample; use the 25th-to-75th percentile range instead.
